Personal —  John M. Walker, Jr. was born in 1940.  He began service for the United States Court of Appeals for the Second Circuit in 1989, appointed by President George H.W. Bush.  Judge Walker is a Republican. 

 

Judicial — Prior to his service with the Second Circuit, the Honorable John M. Walker, Jr. was a Judge for the United States District Court for the Southern District of New York from 1985 to 1989.

 

Government — Judge Walker served as Special Counsel for the Administrative Conference of the United States in Washington, D.C. from 1987 to 1992.  He was Assistant Secretary for the Department of the Treasury in Washington, D.C., from 1981 to 1985 where developed policy in law enforcement, regulatory and trade matters.  From 1970 to 1975 he was an Assistant United States Attorney for the Southern District of New York, Criminal Division.  He was State Counsel to the Republic of Botswana from 1966 until 1968. 

 

Private Practice — Judge Walker was an Associate then Partner with Carter, Ledyard & Milburn in New York, NY from 1975 to 1981.  He worked as an Associate for Davis, Polk, & Wardwell in New York, NY from 1969 to 1970.

 

Academic — Judge Walker has been a Visiting Lecturer at Yale Law School since 2000 and Adjunct Professor of Law at New York University Law School since 1996.

 

Military Service — John M. Walker, Jr. served in the United States Marine Corps from 1963 to 1967. 

 

Education —  Judge Walker received his JD from the University of Michigan Law School in 1966 and graduated from Yale with a BA in 1962.

 

Memberships — Judge Walker is a member of the:  American Bar Association; Association of the Bar of the City of New York; District of Columbia Bar; NYU Law School's Institute of Judicial and Administration and Appellate Judges Seminar; U.S. Association of Constitutional Law.
